
Provincial Nominee Programs allow Canadian provinces and territories to nominate individuals who wish to immigrate to a specific province and who have the skills, education, and work experience needed to contribute to that province's economy. Each province and territory designs its own PNP streams to address local labour market needs, so eligibility requirements vary.
Many provinces offer PNP streams that are aligned with the federal Express Entry system. If you receive a provincial nomination through an Express Entry-aligned stream, you receive an additional 600 CRS points, which effectively guarantees an Invitation to Apply for permanent residence. This is one of the most reliable pathways for candidates who may not have a high enough CRS score on their own.
Provinces also offer base PNP streams that operate independently of Express Entry. These streams have their own application processes and processing times. Candidates who receive a nomination through a base stream apply for permanent residence directly to IRCC, outside of the Express Entry pool.
